CHRIS JENNINGS
Former Senior Health Care Advisor to President Bill Clinton

Chris Jennings is a 28-plus-year health policy veteran of the Congress, the White House, and the private sector. He currently serves as president of Jennings Policy Strategies (JPS), a health policy consulting firm that specializes in assisting public and private purchasers as well as other stakeholders secure higher quality, more affordable health care. 

Since he left the White House in 2001, he has been a senior health care advisor to four Democratic Presidential campaigns, served as the health care policy advisor to the 2008 Democratic Platform Drafting Committee and served as co-staff director of the 2008-09 Bipartisan Policy Center’s (BPC) comprehensive health reform policy project with Mark McClellan for former Senate Majority Leaders’ Baker, Daschle, Dole and Mitchell.  Currently, in addition to his consulting work, he provides strategic guidance and staff support to private, not-for-profit Affordable Care Act (ACA) implementation projects with the Federal-State Implementation Project (F-SIP) and the BPC. He is also a frequent contributor on health reform issues to the New England Journal of Medicine

Prior to his current work, Jennings worked in the Clinton Administration White House for eight years.  He was President Clinton’s senior health care advisor for six years and was associated with notable contributions toward the enactment and implementation of the Children’s Health Insurance Program (CHIP), the Health Insurance Portability and Accountability Act, the Work Incentive Improvement Act and a host of Medicare reforms. In the first two years of the Clinton Administration, he served as congressional liaison to First Lady Hillary Clinton during the development and deliberations around the Health Security Act (HSA).  Prior to his White House service, Jennings served in the U.S Senate from 1983 to 1993 as health advisor for three Senators, including David Pryor’s work as Chairman of the Aging Committee, member of the Finance Committee and member of the Pepper Commission.

Andrew MacPherson currently serves as Director of Government Affairs at Jennings Policy Strategies, Inc., a health care policy, legislative strategy, and communications consulting firm. JPS, Inc. provides services to clients that share a commitment to quality, affordable health coverage and care to all Americans.  Clients include consumer groups, labor organizations, businesses, public employers, generic drug manufacturers, and non-profit foundations. 

As Director of Government Affairs at JPS, Mr. MacPherson provides strategic guidance and research analysis on federal health policy issues including the implementation of the recently passed health care reform legislation, quality and value-based purchasing initiatives, Medicare, Medicaid, prescription drug coverage, long-term care, the Children’s Health Insurance Program and public and private insurance coverage expansions.

Since joining JPS as a Legislative Analyst in 2007, Mr. MacPherson has staffed a wide variety of client and pro bono initiatives in the policy, political, and communications arenas, such as the Bipartisan Policy Center health reform project with former Majority Leaders’ Baker, Daschle, Dole and Mitchell, Senator Hillary Clinton’s Presidential campaign, and the Clinton Global Initiative. While at JPS, Mr. MacPherson has researched and co-authored numerous articles, policy documents, and speeches on a range of health policy issues.

Prior to his work at Jennings Policy Strategies, Mr. MacPherson served in the Government Relations Department with the American Psychiatric Association. At APA, Mr. MacPherson conducted research and developed policy positions on issues including implementation of the Medicare Part D drug benefit, physician reimbursement under Medicare and mental health “parity.”

From 2001 to 2004, Mr. MacPherson worked for a range of policy and political organizations and elected officials, including Senator Carl Levin (D-Mich.), Democratic Governors’ Association, Vermont Democratic Party, Senator Patrick Leahy (D-Vt.) and Penn, Schoen & Berland Associates, Inc., a market research and strategic communications consulting firm based in Washington, D.C.

Originally from Vermont, Mr. MacPherson received a B.A. in Political Science from The George Washington University in May 2005.
